Joe
is experienced in power
contracts and power plant design
and operation. Since March 2001
he has assisted the State of
California oversee its power
contracts including negotiation,
performance management,
technical review, due diligence,
and analysis.
Previously, Joe was employed by
Southern California Edison
Company (SCE). At SCE, his
responsibilities included
contract negotiations with
Independent Power Producers to
terminate/restructure long-term
power purchase contracts with
SCE. Joe has over twenty-five
years of experience in the
electric utility industry in
areas of contract management,
legal agreements, negotiations,
design engineering,
construction, start-up and
operation, maintenance, and
technical and economical
viability assessments of power
generating facilities. He
successfully managed several
multi-million dollar projects
from conceptual stage to final
engineering, including cost
benefit analyses, construction,
startup and initial operation.
Joe also has
experience at nuclear power
plants including SCE’s San
Onofre Nuclear Power Plants 2
and 3, Tennessee Valley
Authority’s Browns Ferry Nuclear
Station Unit 2 restart project,
and Louisiana Power and Light
Company’s Waterford 3 Nuclear
Plant.
Joe received his
B.S.N.E. in 1976 from Texas A&M
University.
