Fred has over thirty years of work experience in consulting, utility industry, and as a university professor.  He has an in-depth understanding of restructuring issues and factors influencing market dynamics within the electric power industry. His current practice areas are primarily concentrated on:

Resource planning and evaluation of contracts to meet the future power needs

Power contract monitoring and administration

Analysis of restructuring issues and the development of strategies for transition to competitive markets

Evaluation of market forces influencing wholesale prices

Benefit/cost analysis for divesting or purchasing of generation facilities

   
 

Fred has worked in several important assignments since 1999 at Electric Power Group, including assisting California Department of Water Resources in planning, operation, contract evaluation and monitoring; assisting a large California public power company in long-term resource planning; providing consulting service to an investor-owned utility for deregulated market in Texas; carrying out a market entry strategy and economic evaluation for Distributed Generation for a multi-national firm. 

Prior to joining Electric Power Group, Fred was Manager of the Compliance Division of the Power Exchange, Director of a large consulting firm, and for the period 1982-1996 was at Southern California Edison (SCE) and Edison Source.  At SCE he held several managerial positions in Power Marketing, System Planning, System Operation and Contracts Division.  He was responsible for the development of SCE’s strategies on generation and transmission expansion, re-powering of existing units, and power marketing.  He carried out pioneering work on scenario planning to develop flexible strategies to face an uncertain future. 

Through the years, Fred has published and made numerous presentations on subjects such as scenario planning, deregulation of power industry, power marketing, risk management, and application of optimization techniques for the planning and operation of large-scale engineering systems. 

Dr. Mobasheri received his BS degree in Civil Engineering from Pursue University, MS degree in Water Resources Engineering from University of California at Berkeley, and Ph.D. in Engineering with minor in Resource Economics and Economic Development from UC Berkeley.
